The Warm Homes Plan explained

Published on 21 January 2026, the Warm Homes Plan sets aside £15 billion in public funds to upgrade as many as 5 million homes by 2030. Its goal: lifting as many as one million households out of fuel poverty.

Two parts of it reach households directly: £5 billion for grants to low-income homes, which funds the Warm Homes: Local Grant and the social housing fund, and £2.7 billion for the Boiler Upgrade Scheme up to 2029/30.

ECO4 and the Great British Insulation Scheme, the supplier schemes, were closed by the plan for giving poor value for money. The grants aimed at low incomes are set to become one scheme from 2027/28, run more by area. Delivery will be coordinated by a new Warm Homes Agency. These numbers are taken from the government's Warm Homes Plan, published on GOV.UK.

Is there an insulation rebate in the UK?

No. The UK has no "insulation rebate" like the one some countries have. Instead, help arrives as a grant the installer receives, or as a discount on the price.

Warm Homes: Social Housing Fund

Social landlords get this money to improve homes below EPC band C. Wave 3, worth £1.29 billion, shut to bids on 25 November 2024; its work runs to September 2028.

Tenants can't apply. If a council or housing association is your landlord, ask it whether your home is in line for work (GOV.UK).

Boiler Upgrade Scheme 2026: what changed

Air source and ground source heat pumps still get £7,500 off in England and Wales. New under the Warm Homes Plan: an air-to-air heat pump now gets £2,500, and homes off the gas grid that run on oil or LPG get £1,500 more until March 2027.

Warm Homes Loan Scheme

Since September 2026, lenders across the UK have offered these cheaper loans to homeowners and private landlords, and nobody's income is tested. The most you can borrow is £15,000 for solar or a battery, £20,000 if the heat pump is air source and £35,000 if it is ground source. Air-to-air heat pumps are not covered (scheme rules).
